Topic 1666, [RFC] Proposal-spam protection upgrade for OPEN:
- Taylor proposed that Basket, DTF and DAO governance share a 2-day voting delay, 5-day voting period and 3-day execution delay, with a 4% proposal threshold and 15% quorum. The 2/5/3 schedule is easy to explain. Taylor previously suggested 5%, but the Oct 21 snapshot tab #4 shows nine wallets currently control at least 4% of votes, versus five at 5%. The new 12-hour averaging rule would still apply.
- tbrent endorsed the change and reported a new candidate StakingVault with a 4% proposalThreshold deployed at 0x60e71dd3...0ffe437Bc. The vote looks tied; if it remains that way, tbrent will go with OPEN fees payable as claimable OPEN, and will only use SQUILL if the poll changes to favor it by Friday the 23rd.
Topic 1668, RFC: Raise OPEN's proposal threshold and quorum:
- 0xJMG updated the recommendation to a 4% proposal threshold, referencing the same proposal-spam protection upgrade.
Sentiment
Supportive. tbrent endorsed the 4% threshold and deployed a candidate StakingVault to implement it. No objections were raised in the window.
What to watch
- Poll on OPEN fees (claimable OPEN versus SQUILL) is tied; tbrent will decide by Friday October 23.
- New candidate StakingVault with a 4% proposalThreshold deployed at 0x60e71dd3...0ffe437Bc.
- Proposal threshold recommendation revised to 4% based on wallet concentration in the Oct 21 snapshot.
