[RFC] Raise OPEN's proposal threshold and quorum

https://forum.reserve.org/t/1668

0xJMG opened an RFC in the OPEN Stablecoin DTF category. Recent malicious OPEN proposals sought administrative and rebalance permissions, forcing holders to organize repeated defensive votes. The proposal would raise the voting power needed to submit proposals and the participation required to meet quorum. Across Basket governance, DTF governance, and DAO governance, it would change the proposal threshold from 1% to 5%, so a proposer would need 5% of the voting power.

[RFC] Proposal-spam protection upgrade for OPEN

https://forum.reserve.org/t/1666

0xJMG replied to tbrent's RFC. 0xJMG said the suggested upgrade aims to make it harder to overwhelm vlSQUILL-OPEN voters with malicious proposals. Each eligible wallet could submit up to 3 proposals immediately, with capacity replenishing by 1 every 4 hours. Standard proposals would require enough voting power both immediately beforehand and averaged over the preceding 12 hours, making briefly acquired voting power insufficient.

[RFC] eUSD Revenue Share Programme Update 08-10-2026

https://forum.reserve.org/t/1664

Raphael_Anode (Anode) replied that the proposed change in revenue share did not meet the new 3% relative change threshold to move to an IP and on-chain vote. Work is ongoing to automate this, and governors will soon be relieved of this duty.

Delegate Program - The next six month

https://forum.reserve.org/t/1607

Raphael_Anode (Anode) posted delegate compensation analytics for October 2026. The only DTF with active on-chain proposals this month was eUSD, with 2 proposals: the reproposed eUSD Revenue Share Programme Update 10-09-2026 and the Collateral Basket Change Proposal: Methodology v2 Alignment. Only three of the six delegates got to fulfill their obligations.

Sentiment

The new OPEN threshold RFC is newly opened with only its opening post. The reply to the OPEN proposal-spam protection RFC is supportive, describing the mechanics of the upgrade. No critical or opposing comments in the window.

What to watch

The OPEN threshold RFC proposes raising the proposal threshold from 1% to 5% and increasing quorum participation across Basket, DTF, and DAO governance. The OPEN proposal-spam protection RFC (topic 1666) continues discussion on submission limits and voting power averaging. The eUSD revenue share change did not meet the 3% threshold, so it will not move to an IP and on-chain vote.
