Proposes upgrading OPEN governance on Ethereum to Reserve Governor 1.1.0. The purpose is proposal-spam protection. Unlike the vlRSR upgrade, this requires a new staking vault and migration of existing stake. OPEN will continue using its existing governance token SQUILL, not RSR.
